This unpredictability has become even more pronounced this week as the Thai Meteorological Department (TMD) has issued an urgent warning for summer storms affecting large swaths of the country, including the eastern region where Pattaya is located. According to the TMD, a high-pressure system from China is currently clashing with warm, moist air masses blowing in from the Gulf of Thailand and the South China Sea. This volatile mix is creating the perfect conditions for intense weather events—thunderstorms, strong winds, and even isolated hail in some parts of the country. The warning, in effect through May 12, signals heightened risk for storms across northern, northeastern, central, and eastern Thailand, with Chon Buri province—home to Pattaya—expected to be impacted on May 11 and 12. Other areas on alert include Bangkok, Chiang Mai, Khon Kaen, Ubon Ratchathani, Nakhon Ratchasima, Lop Buri, Rayong, and Trat. In Pattaya, this means more than just a gloomy sky. Sudden heavy downpours and strong gusts of wind could disrupt beach plans, outdoor events, or evening strolls along the waterfront. Residents and tourists are advised to be extra cautious, especially in open areas where lightning strikes could pose a danger. Meanwhile, in southern Thailand, the forecast grows even more intense. The TMD has warned of heavy rain along the Andaman Coast, affecting provinces such as Phetchaburi, Prachuap Khiri Khan, Chumphon, Surat Thani, Nakhon Si Thammarat, and Trang. Rough seas with waves reaching up to two meters, and even higher in stormy areas, are expected. Marine operators have been urged to proceed with caution or postpone activities altogether. Communities situated near hillsides or waterways across affected regions, including areas around Pattaya, are being told to brace for potential flash floods and runoff. With continuous rainfall expected in some areas, taking proactive safety measures—like securing outdoor belongings and staying indoors during storms—could help minimize damage and risk. Brian Ramsden, General Manager for Foreign Affairs with Lawyers for Expats Thailand, provides information about how foreigners acquiring real estate property in Thailand face risks involved in many of the common practices used by agents, lawyers, and accountants. PATTAYA, Thailand – On Wednesday, 7 May, Brian Ramsden, the General Manager for Foreign Affairs with Lawyers for Expats Thailand, delivered an enlightening presentation to the Pattaya City Expats Club (PCEC). This was followed with Club Member Dawne Fowler sharing her experience in visiting an orphan school in northwest Thailand. First up was Brian who has a background as a former property developer. He shared his personal experiences and the challenges he faced, which ultimately led him to begin a law firm specializing in assisting foreigners with property investments in Thailand. His journey began in Koh Samui, where he encountered significant financial losses due to inadequate legal protection. This experience motivated him to thoroughly research property laws. The firm, starting locally has now expanded to cover all of Thailand. Brian discussed common practices for foreign land property investment in Thailand. He highlighted the risks associated with these methods, particularly the use of nominees as company shareholders. Although illegal, until recently the government has not been enforcing the law in this area.  However, Department of Special Investigations (DSI), has recently increased scrutiny on these practices; primarily leading to repercussions for law and accounting firms setting them up and using their staff as the nominee shareholders. He shared real-life examples of clients who have suffered due to improper legal arrangements, emphasizing the importance of having proper legal documentation in place. To address these challenges, his firm has developed legal solutions that comply with Thai law regarding for real property ownership. In the case of leasehold, the Thailand Supreme Court has ruled that including an automatic 30 year renewal is invalid.  However, a Memorandum of Agreement that outlines the terms of the property transaction and includes an agreement to renew the lease is valid. Also important is to have property under a Thai spouse’s name included in their Will. To prevent the will from being subsequently changed by the spouse, he noted his firm prepares the Will using 3 originals, one kept by the foreigner, one by the spouse, and the third locked in their vault.  Further, it requires all 3 originals be changed in order for the change to be valid. Following Brian’s address, Dawne Fowler, a dedicated freelance missionary in Thailand, shed light on the harrowing conditions faced by residents in a boarding school for orphaned and displaced children and youth in northwest Thailand. Dawne, who works independently and collaborates with various organizations, shared her firsthand experiences and the urgent need for support. Dawne began by introducing herself and her mission to assist the poorest communities in Thailand. She painted a vivid picture of the situation that has left many children orphaned or seeking refuge in Thailand. These children find solace in centers like the ones Dawne visited, where they strive to rebuild their lives. During her visit to a center housing 200 children, Dawne observed their living conditions and educational opportunities. Despite the challenges, the children displayed remarkable resilience and gratitude, showcasing a strong desire to learn and support one another. Dawne emphasized the importance of funding for educational resources, including computers and supplies, to help these children thrive. The presentation concluded with Dawne expressing her unwavering commitment to helping these children and urging others to contribute to their well-being through donations or volunteer efforts.  In addition to computers other welcome items are clothes, household goods, office supplies, and office equipment.  Dawne said the items can be delivered to the Mercy Centre in Pattaya or she can collect it at a PCEC meeting.  The Mercy center is located at Duck Square near Big C South car park. PATTAYA, Thailand – Authorities are stepping up safety measures for student transport vehicles following a sharp rise in accidents and fatalities. According to official data, there were 40 student transport accidents in 2024, resulting in 10 deaths. In the first two months of 2025, six more incidents have already been reported, leaving more than 60 students injured. The Department of Land Transport revealed that while only 3,342 vehicles are officially registered as student transport, over 45,000 are estimated to operate without authorization. This puts more than 540,000 Thai and foreign students at risk of using unsafe and unregulated services. To address the issue, the government has reminded all operators to comply with legal safety standards. Requirements include proper vehicle registration, secure seating, visible school bus signage, emergency equipment on board, and regular vehicle inspections. Drivers must hold valid public transport licenses with at least three years of experience, and an adult attendant must supervise students throughout the journey. Schools have also been urged to review their transportation arrangements and improve safety infrastructure around school premises, including traffic flow and signage. Transport providers are expected to complete vehicle checks and ensure full compliance before the new school term begins. Pattaya targets illegal tour guides in tourism crackdownLegacyOfficials are cracking down on illegal tour operators and nominee-run tourism businesses in Pattaya and across the country, aiming to clean up the sector ahead of the “Amazing Thailand Grand Tourism and Sports Year 2025” campaign. Between October 2024 and March 2025, officials inspected 940 tour operators and 338 guides nationwide, uncovering widespread violations. Many operators were found working without licences, failing to display credentials, or skipping mandatory insurance coverage for customers. Tour guides were also caught without official documentation, with several cases pointing to nominee structures, foreign-controlled businesses using Thai nationals to skirt legal restrictions on foreign ownership. The Ministry of Tourism and Sports, along with five other agencies, has launched the Joint Operations Centre for Combating Nominee Tourism Businesses to address the issue. Pattaya, a hotspot for international travellers, is particularly affected. Officials say demand for cheap, language-specific tours from markets like China and Russia has allowed unlicensed guides, many of them foreigners or under-the-table hires, to flourish, as reported by Pattaya Mail. Legal Thai operators, who follow strict licensing rules and pay taxes, are struggling to compete. Some have been forced to shut down as rogue operators undercut prices by skipping regulations.
